Distinguishing Between Emerging and Mastered

We received a great question through our facebook page (www.facebook.com/CommunicationMatrix) from one of our fans- How do you distinguish between Emerging and Mastered? Here is how we define it- Mastered: Does this independently most of the time when the opportunity arises; Does this in a number of different contexts, and with different people. Emerging: Does this inconsistently; Only does this when prompted or encouraged to do so. Only does this in one or two contexts or with one person. What about you? Do you define it differently or with more detail? Do you ever have trouble deciding whether to classify a certain behavior as Emerging vs. Mastered?
